Billings Infrastructure Projects: Tracing the Path to Current Developments

The Montana Department of Transportation has advanced multiple infrastructure efforts in the Billings District through a sequence of phased planning that stretches across several years. As of 2026 three phases of the seven-phase Billings Bypass are complete, including the Yellowstone River Bridge and Five Mile Road, while the Johnson Lane Interchange segment is listed to begin construction in late 2026 and the overall project is expected to finish in 2027-2028.
Billings Bypass and Related Roadway Work
The Billings Bypass project originated as a multi-phase arterial roadway initiative led by the Montana Department of Transportation. Earlier phases addressed river crossing and local road connections, leaving the final interchange segment as the remaining major element. In parallel, the department has scheduled dozens of additional projects for the Billings District covering 2024-2028. These include resurfacing of Highway N-114A, listed with a potential start in 2027, and reconstruction of First Avenue North in downtown Billings.
Connector Parkways and Airport Drainage
Billings received an $11.6 million federal BUILD grant to complete the Northwest Billings Connector and Marathon Loop, which together form approximately 25 miles of continuous parkways near Billings Logan International Airport. A separate $1.5 million stormwater improvement project at the same airport is funded to expand Pond E and manage runoff from newly developed commercial aeronautical areas. Construction of the new West End Water Treatment Plant began in 2025 and will incorporate two reservoirs supplied by the Billings Bench Water Association Canal.
Healthcare Facility Groundbreaking
Layton Construction broke ground in June 2025 on the new St. Vincent Regional Hospital. This healthcare project forms part of the broader set of infrastructure investments that state and local agencies have sequenced over recent years to address transportation, water supply and medical services.
